What is this Project?
The Project is called the US 101 North San Luis Obispo County Comprehensive Multimodal Corridor Plan. It is is a performance-based study designed to identify a prioritized package of multimodal investments to improve a the corridor’s ability to reliably and efficiently move people and goods. It will also help improve overall connectivity for all travel modes including transit, bike and pedestrian access. This study will also be consistent with state planning initiatives including reductions in greenhouse emission, economic development; resilience; and equity.

What is the purpose of the North San Luis Obispo County Comprehensive Multimodal Corridor Plan? The purpose of the US 101 North San Luis Obispo County Comprehensive Multimodal Corridor Plan (NCCMCP) is to identify a transformative and sustainable package of multimodal transportation improvements that best address both local and regional mobility priorities and needs within the corridor that meets the needs of SLOCOG, the local agencies, and Caltrans. The study area includes US 101 from Cuesta Grade to the San Luis Obispo/Monterey County Line and SR 46 from the US 101 east to Jardine Road in Paso Robles. This includes frontage roads, local parallel roadways, interchanges and ramp intersections.
As a starting point, the following vision statement was developed to encapsulate the core purpose of this study and to guide decisions throughout: “Connecting communities within and across the region to improve travel time reliability, safety and modal choices for the efficient movement of people and goods.” What are the Objectives of the North San Luis Obispo County Comprehensive Multimodal Corridor Plan (NCCMCP)?Progress toward the plan’s vision can be monitored using the following five objectives included in SLOCOG’s 2018 Sustainable Communities Strategy (SCS):
Vehicular mobility – ensuring that people and goods can move between communities efficiently.
The above vision and objectives will serve as a guide for making recommendations of the multimodal improvement packages for the North San Luis Obispo County Comprehensive Multimodal Corridor Plan. Performance metrics will be applied to “measure” each improvement concepts benefit towards one or more of the stated objectives. |
Why is this Plan important?Completion of the North County Comprehensive Multimodal Corridor Plan will position SLOCOG and the participating agencies (County of San Luis Obispo, City of Atascadero and City of Paso Robles) for future State and Federal competitive grant funding opportunities for transportation. It will also provide a prioritized set of multimodal improvements if a transportation sales tax bid is considered in the future.
Who is developing the Plan?As the regional transportation planning agency for San Luis Obispo County, the San Luis Obispo Council of Governments (SLOCOG) is administering the North County Comprehensive Multimodal Corridor Plan (CMCP). A consultant team led by DKS and includes Kimley-Horn and Wallace Group has been commissioned by SLOCOG to develop the plan. SLOCOG has formed a Steering Committee comprised of representative from SLOCOG, Caltrans, County of San Luis Obispo, City of Atascadero and City of Paso Robles to help guide the plan’s development.
Who are the Stakeholders?Caltrans; City of Atascadero, City of Paso Robles, and County of San Luis Obispo; communities of Santa Margarita, Templeton, and San Miguel; San Luis Obispo Regional Transit Authority; specialized transportation providers; commuters; businesses; tourism industries; residents - including those within disadvantaged communities; and visitors.
